I haven't read the newest version carefully. But in the earlier version, it was mentioned the person must know how to swim!

I thought that was the whole point of the re-write (in the opening post):

Personally, I prefer the rating to be a list of required skills rather than just a list of conditions likely to encounter (and let the participant to access their own ability). But that's just me. In any case, if the intent was indeed to remove all skill requirements, then wet exit should NOT be mentioned for that very reason.
