Yes, that is true. We don't have the authority to arrest/enforce.
I've recieved the same basic response ("piss-off buddy") from people encountered on the water,
so I don't critique others anymore unless they request I do so.
I was talking about while on Connyak paddles. I don't think removing the requirement for a PFD is a wise idea.
However if we state that:
- State/Federal law requires a vessel to have a PFD on board readily available, and that
- State Law requires the boater to wear it between the dates of XX/XX and YY/YY, and that
- We expect someone joining in on a Connyak paddle will have the courtesy to comply with these laws.
