Doug - all good points but I still feel we lack the ability to enforce - and if it can't be enforced what's the point of making it a requirement?
Lets say a kayaker is spotted on the water who you believe is lacking one of the a requirement. You paddle up and state he has to go to shore as he is unsafe and breaking a requirement. The kayaker replies 'Piss off'. What is a club suppose to do ? - How do you force (enforce) someone on public access water to do something against their will?
There's more impact in education than enforcement.
