Who's going to search the participants for whistles that meet requirements ( assuming the whistle, if required, will have some level of specification to it) - if a paddler goes out with just any whistle but isn't can't attract help with it is the club responsible for the outcome ?

Will the use of a tuilik ( and subsequent lack of the PFD) at lakes, rivers and pools mean an exclusion zone of x distance for oddball paddlers in SOFs away from any connyak paddlers? ( I'm not paddling 'With' you - you just happen to be on the same water as I am)

I don't see how any requirements can be enforced - open to hear how it will be done.
