The Outer Island cam camera is back up. What you see is a preliminary trial. A new website is in the works with additional bells and whistles including the ability to pan the camera which has a 270 degree range. The default is the pier and float. There may be a few more glitches and redo's before it is over. Be patient. The signal is an ATT wireless transmission. It is a Weather Bug system.
